Job Title
Director, GWI Certification Division – Consultancy Contract
POSITION LOCATION: India, Delhi NCR preferred; home-based office, and embedded part-time in India Country Office, Noida, UP
Position Description
The Director, Certification Division, is part of the GoodWeave International Certification Division (GWI-CD) that is responsible for the coordination and implementation of GoodWeave’s assurance provision globally. Currently this includes certification operations in India and Nepal, with potential for expansion to Bangladesh.
The Director, Certification Division works in close collaboration with and has supervision of the Inspection, Monitoring and Certification (IMC) Country Offices in India and Nepal to ensure that assurance services are carried out consistently and in accordance with GoodWeave’s policies and procedures. The position will facilitate decision-making activities (including the GWI Certification Committee) and oversee the GWI Quality Management System. Most importantly, the Director, GWI Certification Division acts as a trainer and mentor, providing oversight, guidance and direction to the Country IMC offices in which GoodWeave operates. The position supports and reports to the Senior Director of Programs and is based in India, with regular travel (up to 50%) to the regions and countries where GoodWeave’s programs operate.
General Responsibilities
IMC Quality Management (60%)
Under the guidance of Senior Director of Programs, the Director, GWI-CD has the following responsibilities:
- Provide technical guidance to the country offices for the GoodWeave inspection, monitoring and certification (IMC) program.
- Manage the activities of the GWI-CD quality management system (QMS), which includes:
- Lead the quality review process of audit/inspection reports, child labor and young worker (CL/YW) investigation reports, audit summary reports, IMC quarterly reports, etc. to ensure GWI policies and procedures are adhered to.
- Evaluate internal processes periodically and learn from detected inconsistencies to continuously improve the effectiveness of the quality system.
- Lead the internal audit program by conducting annual audits, shadow audits, developing and communicating corrective action requests and ensuring timely resolution.
- Support the Country Offices in training and onboarding new inspectors.
- Support the Country Offices in conducting shadow audits and performance reviews for inspectors.
- Assist in the Annual Performance Evaluation of IMC Heads and other staff in Country Offices.
- Assist the GWI Secretariat in the development and implementation of IMC policies and procedures.
- Review certification system to align with GWI Strategic Plan
- Manage the complaints and appeals process related to IMC Country Office activities with the Sr. Director, Programs.
- Assist Country Offices in capacity building and recruitment when needed.
- Provide guidance in other relevant areas like social programs, remediation, etc.
- Provide mentorship to new and existing staff and inspectors to support their professional growth, commitment, and foster a culture of accountability and quality in all aspects of the work.
- Supervise, support and collaborate with Senior Manager, GWI Certification Division
Certification Decision-making (30%):
- Management of all activities related to the Certification Committee:
- Organize quarterly meetings of the Certification Committee and send IMC data every quarter for its review.
- Coordinate communication between Country Offices and the Certification Committee related to decision-making: audit reports, certification/licensing decisions, label suspensions and/or complaints and appeals.
- Ensure certification and licensing process is free of influence and transparent and ensure the process is consistent for all applicants and licensees.
- Ensure processes are established and implemented to govern the communication of IMC policies, procedures and Certification Committee decisions from Country Offices to licensees and producers.
- Receive and process continuous feedback on GoodWeave initiatives.
- Provide decision making for all label suspensions, reinstatements and all label-related issues.
- Provide decision making on complaints and appeals related to the activities of the IMC processes, in coordination with the Certification Committee when necessary.
Note: 10% of time is dedicated to the general administrative functions required to perform these job responsibilities.
Qualifications and Skills:
The successful candidate will be highly motivated, well organized, adept at building relationships inside and outside the organization, and with a track record of administrative and managerial experience. S/he will possess a commitment to GoodWeave’s values and work ethic and have experience working in issues of social justice and responsible supply chains.
- Masters in sociology, social work, business, or similar field with work experience of at least 7 years, or intermediate graduation with similar work experience of at least 10 years
- Significant leadership in social compliance auditing, standards writing, implementing certification and/or assurance-based programs
- Excellent understanding of relevant ISO Standards and International frameworks
- Deep understanding of human rights and international labor standards
- In-depth knowledge of child labor and manufacturing laws and of carpet industry conditions in South Asia
- An understanding of GoodWeave inspection and certification program requirements is desirable
- Demonstrated experience in quality management
- Ability to analyze audit data, system performance trends to drive continuous improvement
- Excellent strategic, analytical and problem-solving skills, with the ability to assess technical options and their operational implications
- Ability to work as part of a team and with high integrity
- Honest, proven management and leadership skills
- Results-driven, strategic and organized
- Demonstrated commitment to child welfare
- Computer literacy, willingness to travel and fluency in written and spoken English and Hindi
- Field work: expected to be in field regularly – up to 50%.

Compensation: Position is a two-year contract position with possibility for renewal. Compensation is commensurate with experience, capped at $40,000 USD annually.
